
In partnership with the Office of the Prime Minister (OPM) and other partners, U-Learn developed the Settlement Level Actor Mapping (SLAM) tool to visualize data from the Partnerships and Coordination Management System (PCMS), making critical information more accessible to relevant stakeholders.
SLAM now serves as a dissemination partner for PCMS, ensuring that all data presented is sourced directly from, and validated by, OPM within the PCMS platform. This strengthens data reliability, consistency, and alignment with national coordination systems.
SLAM supports localisation in Uganda’s refugee response by increasing the visibility of local actors and facilitating partnerships between national-level and settlement-level stakeholders, enabling more coordinated and inclusive programming.
The Partnerships and Coordination Management System (PCMS) is an initiative by the Office of the Prime Minister to register partners, monitor activities, and ensure accountability across Uganda’s refugee response. It is managed by OPM in line with its mandate under the Refugees Act 2006 to oversee administrative matters concerning refugees and coordinate all related activities.
