Community Priorities Qualitative Assessment Report

U-LEARN and HINGO, with support from FCDO, conducted a rapid Community Priorities Assessment based on interviews with 38 Refugee Welfare Counsels (Nov–Dec 2025). In a context of limited up-to-date data, this qualitative exercise captured priority needs, preferred assistance modalities, and key vulnerable groups — directly from a community perspective.

Key insights:
• Food security is most frequently identified as the #1 priority.
• However, needs are not confined to one sector — health, education, and other services consistently appear within top-three priorities.
• Data was collected just one month before additional service cuts took effect in January 2026 — and conditions have since deteriorated due to funding constraints.
Community voices are clear: needs are multi-sectoral, interconnected, and urgent.
