A guide to developing Learning and Innovation Agendas for refugee programming

This guidance summarises and preserves the institutional memory & tacit know-how of the U-RIL team on the topic of Learning Agenda Development.

The information was compiled through a review of past practices (Spotlight report: documenting the LH model) and a team-wide After-Action-Review (AAR) meeting held in December 2024 . The review mainly focused on Learning Agendas (LA) instead of Learning and Innovation Agendas (LIA), which are yet to be implemented by U-RIL.

This topic is critical in 2025, as the Uganda refugee response looks to increase synergies between its Learning and Innovation services and as it prepares for the development of a LIA for the URRI consortium. Additional insights on LIA specifically may emerge through this
process, and this guidance note may need to be reviewed in that light in late 2025.
