Access to land is central to food security, livelihoods and self-reliance for refugees and host communities in Uganda. Yet shrinking plot sizes, insecure land tenure, population pressure and climate-related challenges increasingly limit the potential of land-based livelihoods.

This desk review examines the opportunities, barriers and risks associated with land access and use in Uganda’s refugee-hosting districts. It highlights emerging good practices and provides practical recommendations for strengthening land governance, improving agricultural productivity and supporting sustainable self-reliance.
